To test if they are working at full capacity: 

Charge the battery fully and plug it into a lamp or light that uses a 100 Watt bulb. Write down the time you plug it in and turn it on. A good battery will last up to 50 minutes or more. If it shuts off within 45-30 it may be time to replace. 

For general maintenance/information: 

If the vagabonds are going to sit unused for over a month, he said to store them at half power, make sure that they are shut off with only 2 of the 3 green lights on. This will help extend their life, and keep a good charge when in use. 

The batteries should last for 3-4 years.
